If it were hand to hand combat, then Herc can win, as Thor admits he’s his better in that regard:

So yes. He does have the potential to win. And he actually did, in Thor #126. There, both Thor and Herc were fighting for Jane Foster’s affection. But, in that case, it was due to Odin sapping Thor of half his strength that Herc won. Before that, Thor was matching Herc blow for blow.
