No, not at all. It’s just a boat. Here’s one, completely handmade from scratch, fully functional:
The group on the boat are all volunteers, building this for fun. As the name UC3 indicates, this is the third vessel built like this from the same group.
Sadly, this is also the vessel onboard which, Swedish journalist Kim Wall was murdered, and the owner and primary force behind the sub is now in prison … likely to remain there for a very long time. The boat, sadly, is no more.
Fun and related fact: This boat was also used as a towing vehicle by Copenhagen Suborbitals, a private initiative to build a rocket from scratch:
During a joint NATO navy excercise in Copenhagen, the teams behind these ventures were most kindly asked by the Danish Navy to stay at the far side of the harbour during the excercise, as the various visiting warships might not look favourably on an unmarked submarine or a rather large cruise missile of unknown origin, sneaking by with no warning.
So … yes, you can build a submarine. But don’t try to sneak around in it, be public.
