How is that even a question?
USA, of course
Assuming you don’t have to haul everything over 4000–8000 km of ocean, that is to say, assuming your invasion is not more difficult than trying to capture Moscow from Korea and you already have bases in either Mexico or Canada and foregoing the fact the US armed forces can probably pick on the rest of the world combined and at least give them a good beating before succumbing to waves upon waves of human flesh, it’s still nigh-on impossible to invade due to geography.
In the east, you have the guerilla warrior’s wet dream:
Appalachinas have far more places to hide than in Afghanistan
In the West you might have to face some mountain warfare:
Rocky mountains
And just about everywhere you’ll face something quite unprecendented, warfare in major cities. This hasn’t really been done ever before, the street to street fighting in Stalingrad and Leningrad is nothing compared to the difficulty of taking a modern city filled with high-rises, like Chicago or New York.
Chicago. We need to clear this. Please go room by room, door to door. You have one week. Good luck!
The country is decidedly polycentric, it’s not centered around one major city or a region that is the center of power. In fact, most capital cities of the many states are far from largest cities within those states, the same goes for Washington D.C. There is no place you can land a decisive blow, the many centers of power are spread from east coast down to the deep south, west and back north again. You’ll need to take all or at least several of them to be able to win an invasion. That’s about 8–10 s to even contemplate the possibility of a victory.
On top of it all, there is fairly significant potential for militia resistance. Isoroku Yamamoto famously commented “there will be a rifle waiting for us behind each blade of grass”. By now that’s an understatement. Privately-owned firearms outnumber inhabitants of the country. Even if just 10% of that firepower is used against the invader just once, in a drive-by shooting or an assasination, and they average only one killed or wounded, you can count on about 30 million casualties from those alone.
There’s a reason for this
Police is not supposed to fight against an invader, it’s a war crime to do so … but any serious invader will have to take them into account. They might drop their police uniforms and join the militia or something. Or just do the war crime, who knows.
